Roy is the Chairman & CEO of BasePoint Health Management and looks forward to expanding the current footprint of BasePoint across the DFW Metroplex and statewide.

Roy is a proven industry leader with over 35 years’ experience in Healthcare services in both Behavioral Health and Home Health managing and overseeing the annual revenue generation in excess of $250M & the treatment of 15,000+ patients daily.  Roy’s leadership includes Behavioral Health Facility-Based and Free-Standing Home Health Agencies; Executive Leadership & Management; Mergers & Acquisitions; Executive Sales Management; Turn-around Management and Compliance & Regulatory issues. Roy has had three successful healthcare ventures in the Healthcare Services space at Jordan Health Services, a comprehensive Home Health provider as CEO & Partner and at Lakeview Health, a Nationally recognized Addiction treatment group of programs as President & CEO.  In addition, Roy was an independent Board member of Castlewood, an eating disorder organization.

Roy’s leadership and passion for the Vision and Mission has been instrumental in the growth of BasePoint and in its future footprint.

Blake has 5 years of Behavioral Healthcare experience with operational and management experience at both Lakeview Health and Sabino Recovery nationally recognized behavioral health providers.   

He is a proven healthcare leader with a passion for process improvement and organizational development to facilitate clinical excellence. Blake applies innovative and progressive thinking to the changing landscape of behavioral healthcare. Additionally, Blake has experience in mergers and acquisitions through his time at Trinity Hunt Partners and Evolve Capital. Experience includes financial modeling; partnering with physician owners; business development and marketing; and financial planning and analysis.

Personal Statement

​Dr. McCallan has over 20 years of experience as a Registered Nurse in medical, critical care, and mental health settings. Dr. McCallan’s clinical experience includes working with young adults and older adults that struggle with mental illness. Dr. McCallan is a member of various mental health organizations which focus on advancements in mental health care on the state and national level. She takes pride in her work as a psychiatric mental health nurse practitioner (PMHNP) and is a patient advocate for those in need. Dr. McCallan works in collaboration with Dr. Strayhan to educate, diagnose and treat psychiatric disorders.  In her spare time Dr. McCallan likes to travel around the world and enjoy photography.

Dr. Dobbins brings over a decade of experience and is double board certified in Child and Adolescent Psychiatry as well as Adult Psychiatry. In addition to being a professor at UT Southwestern in Dallas, her experience comes from multiple care settings to include high acuity Psychiatric ER, VA outpatient mental health clinic and a community Child Psychiatry clinic.  Dr. Dobbins will lead the BasePoint Academy’s client treatment as well as seeing patients individually in BasePoint Psychiatry and Wellness.

Dr. Dobbins received her undergraduate degrees from Xavier University of New Orleans and the University of Detroit Mercy. She earned her medical degree from St. Louis University School of Medicine. She completed her Adult Psychiatry residency at UT Southwestern in Dallas, TX and her Child Psychiatry training at the University of Maryland in Baltimore.

In her free time, Dr. Dobbins enjoys spending time with her family, reading novels, traveling and tries to limit her Amazon shopping.

Stacey brings over a decade of experience in the behavioral health industry, during which she has led intake operations, business development and crisis management in both behavioral health hospitals and residential treatment centers. This experience has given her a unique perspective when working with families to identify treatment options.

Additionally, Stacey has spent the last 5 years as a CASA Advocate for children in foster care. Appointed by a Judge, CASA’s advocate for the best interests of abused and neglected children in court and other settings. Her tenacity, compassion and love for children drives her to provide families with an experience that comforts them when faced with the difficult decision to seek help.

Stacey is passionate in serving the community and helping families from all walks of life navigate the behavioral health and substance use treatment.

Becca Smith

Becca is our Clinical Director for both BasePoint Academy and BasePoint Psychiatry and Wellness.  Becca is a Licensed Professional Counselor and has worked within the behavioral health field for several years in various leadership roles. Becca’s clinical experience includes inpatient and outpatient behavioral health treatment, crisis intervention and suicide prevention; as well as providing support and resources to the mental health community.

Becca specializes in Dialectical Behavior Therapy techniques and trauma-informed care and is a creative force behind an innovative positive reinforcement treatment model, Balanced Day.

Becca is passionate about reducing the stigma of mental health by working closely with community partners and empowering individuals to find healing and stability.

Dr. Hemphill is considered a thought leader in the behavioral health and addictive service industry. During the past two years, he served as a full-time Professor of Practice in the Tulane School of Social Work teaching and supervising research for the next generation of professional social workers.  He has taught courses on Program Evaluation, Evidence-based Research, Human Behavior in the Social Environment II, Advanced Clinical-Community Practice, Advanced Research Methods, Psychopatholgy and DSM-5,  Intro to Social Work Practice, and Sex Therapy.  He has continued to write and publish academic research.  He’s currently completing his second book entitled Coordinated Care in Addiction Treatment with Routledge Press which is due 2021.

From 2015-2018, Dr. Hemphill served as the Chief Clinical Officer of a premier addiction treatment facility where he was responsible for the planning, organizing, implementing and directing of all the company’s behavioral health and addictive services. He utilized cost effective methodologies while ensuring the clinical quality of those services. As a member of the Executive Leadership, he worked collaboratively with medical staff leaders in decision making structures and processes. He was the lead person for developing and implementing plans for provision of patient care services, policies, and procedures that delineate how needs were assessed and delivered by the company. He worked collaboratively with the business development team to write and present at local, regional and national workshops/conferences and with client services to act as a liaison for new and returning referral sources. He managed the development/implementation of peer review systems and a quality assurance program to assure certification and contractual compliance. He assisted leadership with the review of credentialing and privileging for the company’s professional staff, recruitment of new professional staff, and development of new clinical programs and affiliations.

 Previously (2003-2015), Dr. Hemphill was a consultant and the Director of the Professional Enhancement Program (PEP) at Pine Grove Behavioral Health and Addiction Services where he was responsible for the management and clinical supervision of professional patients in an intensive outpatient/residential setting struggling with addictive and personality disorders. The PEP program celebrated 12 years of success under his leadership which included: 2,000 individuals assessed/treated from 48 states, 4 Canadian Provence, and 2 foreign countries, providing over 50 on-site workplace re-entry visits across the country, providing multi-source workplace monitoring to over 100 professionals ranging from 1 to 4 years, provided over 70 professional paper, poster, or workshop presentations at regional, national, and international conferences, provided educational and supportive services to over 1,000 legal, mental health, and medical professionals in the wake of hurricanes Katrina and Rita in 2005 and 2006, collected and published data utilizing the World Health Organization’s mental health survey following these disasters, pioneered the assessment and treatment of professionals with ‘Disruptive’ behavior which includes validating a monitoring instrument (DBI) and co-authored a book (2013) Taming Disruptive Behavior published by American College of Physician Executives (ACPE.)

Throughout those 12 years, Dr. Hemphill moved throughout the system of care as consultant, manager, leadership coach, and strategic planner. He developed and executed program deliverables such as program design, 360 degree monitoring, professional evaluation, fitness for duty recommendations, staff training and supervision, vocational and professional reintegration, workplace monitoring, staff development, coaching, and administrative management of the program.

He has presented papers and workshops at national conferences and published articles in the field of trauma, personality disorders, and addictions during the past 27 years.

Currently, he is an Assistant Clinical Lecturer at LSU Health Sciences, Department of Psychiatry (2000-2020). He has had faculty appointments at Jacksonville University and Loyola University as well. He received his master and doctoral degrees from Tulane University.

Teresa is the Practice Administrator for Basepoint Psychiatry and Wellness. Before joining BasePoint, Teresa spent the last 20 years managing various healthcare practices to include Orthopedics, physical therapy, podiatry, and OBGYN.

In 2018 Teresa received the honor of being nominated as a Healthcare Hero! In her spare time, Teresa enjoys exercising, gardening, and spending quality time with family.
